Enemy Body Counts Revived

For the first time since the Vietnam War, the US military has decided to release the death toll of enemy forces, mostly in the Iraq War. Is this the only way to show progress in a war with unclear goals? Or is this just an attempt to boost morale in both the troops and the nation in order to stay overseas?
