Academic Paper Research Question and Method Discussion

Your goal is to discuss two possible research questions and the methods you might use to answer them. (Ultimately, you'll only pursue one question, but we want to have options.) It may be helpful to consider your research questions in the context of stasis: are you trying to answer a question of fact, definition, interpretation, value, consequence, or policy?
