This document appears to be on the right track. You'll want to summarize the crisis briefly in the opening by explaining the situation, who has been affected and how, and what you want to accomplish. You are currently addressing the separate texts, which is great, but much of the report is vague or speculative about what might be in them. For now, this is fine, but the final version of this document should break down exactly what is in the texts and how they accomplish your goals.
