Are we making a booklet for the front of the CD or is it just a one page insert?

It says disc label, jewel case liner, and etc. I know another part of the CD package sometimes is a small booklet and other items so do we have to make that to or is that optional?
At any point during this project will we have to explain why we choose the five specific songs that we did?
The songs are rather a random selection and may not be too closely related. What is an example of an audience targeted theme demonstrating how exactly we could tie our cd package to these five songs?
For the promotional materials, are we allowed to have a friend help? For instance, if we were doing a radio ad and we felt a friend's voice was better suited for it, could we we use a recording of their voice?
what kind of an inlay do we need to have for the cd cover jacket? Do we need to add things like lyrics?

Are creating the total package for a CD in physical paper form or can it be a digital advertisement?
for the CD case, do we turn this in electronically or do we print it out and actually insert it into a jewel case?
