I fit the job description as I am in construction management and have done 3 years towards my degree. I also have above a 3.0 GPA. I possess the necessary personal skills of being detail oriented and communicate well. The responsibilities include some that I have performed in past internships along with some more that I could learn from this job.

I am interested in this job because I would be able to travel to California for a summer and do construction work. I have interviewed with this company before and they are a great company to work for but I had received other offers before theirs. I can see myself doings these duties and possibly more if the job warrant.

This does seem like a good fit. I would like to see this explicated on your resume/cover letter:
I possess the necessary personal skills of being detail oriented and communicate well. The responsibilities include some that I have performed in past internships along with some more that I could learn from this job.
What evidence can you use to prove that you are detail oriented and that you communicate well? Right now, these are thesis statements, and your resume should demonstrate that they are true by providing specifics. Similarly, you might want to match up the language that they use for responsibilities with things that you have done—that is to say, put your experience in their terms.
