I think the most important way to start out a letter like this is to apologize for any wrong doing like you did. This sets the tone for the entire paper and serves as a starting point for the main points you have included. I also liked how you mentioned a specific number of flights that were affected as well as the dates in which the crisis occurred. A suggestion I would recommend would be to make the letter more personal by using “you” to refer to Ms. Winston. This will make it seem like you are having a one-on-one discussion with her rather than all of the passengers affected. Other than that good job!
