The brochure needs significant revision, or perhaps even a fresh start. Remember that the purpose of the brochure is to solicit volunteers for CFRC's annual Christmas Day Dinner, as is stated in the write up. As such, the focus needs to be on the event and on getting people interested in participating in the event. Currently, your brochure is focused more on the organization itself (notice that the event isn't mentioned on the front page).

Also, pay particular attention to the conventions of your genre and medium. A brochure is, above all, a concise document. People will not read large amounts of text on a brochure, so the message must be communicated tersely. Also, as is stated in the write up, this document has a very broad audience, including people with low literacy levels, and they must be accommodated too.

Visual design is also crucial in a brochure. You must be able to grab your potential reader immediately. Consider how choices like color scheme, paragraph justification, leading, kerning, and font size affect the readability of your current brochure.

Don't be discouraged, but take a moment to reconsider the goals of the brochure in light of the audience and genre. What brochures have you seen that are effective? What traits do they have? What other documents are for an audience like this? How might someone in your situation craft a document to reach this audience?
