I like the layout and I believe we have a similar idea of where to go with designing our white paper. I feel the issue will be pictures. I like how you have a quote reflecting what the picture is. I would prefer to reference it in the actual writing instead of having it off to the side but that is not a big deal. After all variety is the spice of life. Even though you have it with your picture, it is a must that we include the figure number and a description of it. This will be helpful to the reader when he goes through our white paper.
It would seem that blue and white is a popular color choice with our group. As I have stated in comments to the others: I wonder if we should utilize these colors in our final draft? Your color coordination of topic headers and subheaders is very nice, possibly a better method than the good old underline this and that. The Figure 1 you have included is impressively set within the text of your subheader topic 2, a good amount of whitespace is included so the picture stands out sufficiently. I think with a mix of your whitepaper thumb and features of the others thumbs our final whitepaper will look quite impressive!
Yea, I suppose we have basically chosen our color scheme for this document; it's definitely going to involve shades of blue. I liked how you separate each section and topic. The visual looks great and is separated nicely from the text. I will have to agree with Jeff about the extra description separate from the rest of the text. I'm not sure if I like it, but I'm not going to rule it out quite yet.
Also, just like I said in my response to Jeff's thumb, I think there needs to be a column of white space (left or right justified, not sure yet on that) to allow for a calming flow and to provide space for any required notes.
